The IRS is in the process of legislating requirements for tax preparers with new more stringent rules. In the past, anyone with a tax software program could be a professional "tax preparer."
Unofrtunately, tax law is very complicated, and tax preparers with little education, experience or a quick 6 week training class were good at operating the software programs, but not very knowledgable about the tax law that went into it. The result was errors, illegal tax shelters and mis-interpretation of the tax laws that resulted in substantial penalties.
CPAs, attorneys, enrolled agents and licensed financial planners are extensively trained in tax law and may represent you before the IRS.
CPAs are degreed individuals who are then required to have years of taining under a licensed CPA and pass a very rigorous exam that covers many areas of accounting, law and tax law. Once licensed, CPAs are required to obtain many hours of continuing education every year to keep their knowldge and skills up to date.
